add eslint.config.js for ESLint 9 flat config ... 39b1171469

The project uses ESLint 9 which requires the new flat config format.
This config uses @eslint/js recommended rules and typescript-eslint
recommended rules (both already in devDependencies). JSX parsing
is enabled for React components.
