Declares 19 legitimate secrets found by the first secret-audit run (#16).

All are either org-level infrastructure credentials (Cloudflare, GChat SA) or repo-scoped secrets for specific workflows (FlexiSCM E2E, SuperClean staging/dev, package tokens). Declaring them quiets the info-level noise so only genuinely unknown secrets surface in future runs.

Total: 10 existing + 19 new = 29 declared secrets.
