Switch deploy to the shared reusable workflow from forgejo-ci.

• ci.yml deploy job: shared workflow (build+push+git:from-image)
• deploy.yml: replaced stale Coolify manual deploy with shared workflow
• Registry-based deploy eliminates redundant Dokku-side rebuild

feat: switch to shared dokku-image-deploy workflow ... 4a2336b53b

ci.yml: deploy job now calls the shared workflow from forgejo-ci.
deploy.yml: replaced stale Coolify manual deploy with shared workflow.
Both use registry-based deploy (build+push+git:from-image).

ci: gate deploy with normal job + deploy_ref; main only ... 95fbce6b72

The runner mis-evaluates a job-level if: on workflow_call jobs (inner job
silently skips, caller reports success). Conditions move to a normal
deploy-gate job; ref and [skip cd] are re-checked in-shell via deploy_ref.
Also drops dev from the deploy refs: operator has no dev tier and the
legacy deploy fired on main alone — the dev||main condition was drift.

chore: regenerate API types (haskos + haskydocs drift) ... b239e7a208

Upstream APIs moved since the branch was cut — haskos grew ~380 lines of
new endpoints and haskydocs added skip_semantic_validation. Freshness
gate compares against the live spec, so the branch fails Frontend until
regenerated.
